I~Le secrétariat du Bureau Socialiste International a repris, depuis quelque, semaines, le secrétariat de la Commission lnterparletflentaire, à la suite d'une décision ·prise par la Commission elle-même et sanctionnée par le Bureau. Mais il a voulu attendre la fin des consultations électorales importantes qui ont eu lieu
en
Allemagne Ganvier 1907),en Russie (février 1907),en Finlande (Mai 1907), et en Autriche (Mai 19(7), avant d'entrer réellement en fonctions pour relier, d'une façon définitive, les groupes parlementaires affiliés ou à affilier. Ces élections ont pris fin. Exception faite pour l'Allemagne, dont la conjoncture spéciale sera expliquée dans les rapports qui seront publiés en vue du Congrès de Stuttgart, les élections de 1907 ont partout marqué un renforcement de ['idée socialiste et ouvrière et un recul de la réaction.Comme il a été décidé antérieurement, la Commission Interparlementaire tiendra sa séance, cette année, à Stuttgart, le Samedi 17 août, â 11 heures du matin, la veille du Congrès International, dans la Liederhalle. Mais pour bien préparer cette réunion,' il importe lout. d'abord que les divers groupes se constituent, et nomment leur secrétaire et secrétaire suppléant, chargés de correspondre avec le secrélaire international. Le Secrétaire de chaque groupe parlementaire remplira en outre, comme il a été décidé â la dernière séance du B .. S. J. (9 juin 1907), les fonctions de délégué adjoint à cet organisme. ~

2" La liste des parlementaires dont nQUS avons pu recueillir les noms.
Il nous serait très agréable de recevoir de lous ccs groupes susmentionnés:
a) notification des corrections éventuelles à apporter â la lisle des parle- mentaires;
b) notification des noms des secrétaires correspondants, si cette notification n'a pas encore eu lieu;
c) paiement des cotisations pour l'année 1907;
d) notification du nom des membres affiliés qui assisteront à la réunion du 17 aoQI 1907, à Stuttgart, el des questions qu'ils voudraient y voir discuter.
Une des raisons pour lesquelles les secrétariats de la Commission Interparla- menlaire et du Bureau Socialiste International onl été centralisés, c'est que le Bureau a pour mission de constituer les archives de l' IlIternatiollale, ~ui, néces- sairement, doivent comprendre l'action législative des partis socIalistes et ouvriers. La cotisation de 5 fral\cs par membre doit servir il subvenir aux frais résultant des abonnements aux diverses pubtications parlementaires, ainsi qu'à leur transmission, de manière que tous les membres puissent éventuellement prendre connaissance des documents publiés dans tes autres pays et des discussions qui y ont eu lieu.
L'ordre du jour de la prOChaine réunion de la C. 1. n'a pas encore été fixé.
Il va de soi que t'on examinera en tout premier lieu comment on organisera le fonctionnement de la C. S. par la mise en rapport normal des ses éléments constitutifs. Il nous parait en outre qu'une des propositions de la délégation anglaise, faites et adoptées à Londres, pourrait faire l'objet d'un échange de vues intéressant. Cette proposition était libellée comme suit:

Une idée quasi identique avait inspiré la SocialdemQuaticFederationde Grande- Bretagne, quand elle transmettait récemment au secrétariat ·la proposition suivante:

Plu- sieurs députés de la deuxième Douma nous ont annoncé leur présence àStuttgart.
Leurs camarades des autres pays leur feront, sans nul doute, un accueil fraternel et chaleureux.

Das Sekretariat des Iniernafionalen Sozialistischen Bureaus hat seit einigen Wochen, infolge eines Beschlusses, den die lnterparlemenfarische Kommission selbst gefasst halle und welcher vom Bureau genehmigt wurde, das Sekretariat ' dieser Kommission aufgenommen. Nur wollte es das Ende der wichtigen Wahlen abwarten, die in Deutschland (Januar 1907), in Russland (Februar 19(7), in Finland (Mai 1907), und in Oeslerreich (Mai 19(1) stattgefunden haben, um das Amt zuverlässig anzutreten behufs enlgültiger Verbindung der angeschlos- senen Parlamentsgruppen oder um .deren Anschliessung zu bewirken. Diese Wahlen sind zu Ende. Mit Ausnahme Deutschlands, dessen Spezialkonjunktur in den Berichten, deren Veröffentlichung angesichts des Kongresses bestimmt worden ist, eine eingehende Erörterung finden wird, haben die Wahlen überall eine Verst1irkung des sozialistischen und Arbeitergedankens und einen Rückgang der Reaktion aufzuweisen.
Wie bereits beschlossen wurde, wird die Interparlamentarische Kom- mission dieses Jahr ihre Sitzung in Stutlgart am Sonnabend 17 August, um 11 Uhr morgens, am Vorabend des Internationalen Kongresses, in der Lieder- halle, abhalten. Um aber diese Sitzung gut vorzubereiten, ist es von allererster Wichtigkeit, dass sich die verschiedenen Gruppen konstitieren und sie ihre Sekretäre und HiI1fssckrctäre, welche beanrtragt werden mit den interna- tionalen Sekretär in Verbindung zu treten, ernennen sollen. Dieser Sekretär jeder Parlementsgruppe wird ausscrdem, gemäss Beschluss der letzten Konie-
fenz des I.S.B. (9 Juni 1907), das Amt eines stellvertretenden Delegierten dieser Kommission versehen.

Zu diesem Zwecke folgt diesem Rundschreiben bei:

Es würde uns besonders freuen, wenn alle diese obenerwähnten Gruppen uns Ubermittelten :
a) Eine Berichtigung der eventuell vorkommenden Fehler in der Liste der Abgeordneten;
b) Die' Namensangabe der schriftführenden Sekretäre, falls eine solche Anga- be nicht -bereits erfolgt ist;
c) Die Zahlung d,er Beiträge fUr das Jahr 1907 ;
d) Die Angabe der Namen der Fraklionsmitglieder, die der Sitzung vom 17 August 1907 zu Stullgart beiwohnen werden, und die Fragen, die sie in dieser Sitzung zur Erörterung bringen möchten:
Als Grund, weshalb die Sekretariate der Interparlamentarischen Kommission
und des Internationalen Sozialistischen Bureaus vereinigt wurden, kann unter anderm angemhrt werden, dass das Bureau die Obliegenheit hat, die Archive der Internationale zu grUnden und dabei ist auch notwendigerweisc das Gebiet, der gesetzgeberischen Aktion der sozialistischen und Arbeiterparteien zu berück- sichtigen. Der Mitgliedsbeitrag von 4 Mark wird erhoben, um die Ausgaben zu bestreiten !Ur das Abonnement der verschiedenen Publikationen und deren Versendung, so dass es allen Mitgliedern ermöglicht werden kann eventuell Kenntniss zu erlangen von den in anderen Ländern veröffentlichten Dokumenten und von den Verhandlungen, die dort stattfanden.
Die Tagesordnun,g der nächsten Sitzung der Interparlamentarischen Kom- mission ist noch nicht festgesetzt worden. Er ist selbverständlich, dass man an erster Stelle erörtern wird, wie die Amtsführung der S. K. behufs Verbindung' deren Bestandteile vorzubestimmen ist. Ausserdem sind wir der Ansicht, dass einer der Vorschläge der englischen Delegation, die der Londoner Konferenz unterbreitet und von ihr angenommen wurden', der Gegenstand eines interes- santen M.einungswechsels sein könne, Dieser Vorschlag lautete wie folgt:

• In Erwägung dass es wünschenswert wäre, wenn alle Arbeiter sich des
• besten Schutzes unter den verschiedenen nationalen Zuständen erfreuten und
• wenn die ihre Arbeiter ausbeutenden Kapitalisten nicht durch die Ungleichheit
• der Geset;e im internationalen Handelsverkehr ungehörig bevorzugt würden,
• äussert di('se Konferenz den Wunsch, dass das -luternationale Bureau •

» tischen und Arbeiter~Parteien "in der Volksvertretung sei zu empfehlen, dafür
» zu agitieren, dass die Industriegcsetzgebung ihres Landes so verbessert werde,
" dass sie derjenigen des vorschrittensten Landes gleichsteht.
Eirie ähnliche Ansicht hegte scheinbar die $ozialdemocratic Federation Gross- britaniens, als sie neulich dem Sekretariat den folgenden Vorschlag übermittelte:
• Der Kongress zu Stuftgar! bevollmächtigt das Bureau die notwendigen Schritte zu fun, um die Gesetzesvorlagen betn!/fend den Arbeiterschutz zu verein- baren in der Absicht diesen Vorlagen den Nachdruck zu geben, indem man sie zu gleicher Zeit allen gesetzgebenden Körperschaften unterbreitet _.
EI ist endlich van grosser Wichtigkeit, dass die Interparlamentarische Kom·
. mission einen entschiedenen Protest erhebt gegen den Staatsstreich der russischen Regierung, die die zweite Duma auflöste, und gegen die willkUrliche Verfolgung und Einkerkerung der berufenen Vertreter der Proletariat. Mehrere Deputierten der zweiten Duma haben uns ihre Anwesenheit in Stuttgart angekündigt. Die Genossen der anderen Länderwerden ihnen zweifellos einewarmeund brüderliche \ Aufnahme bereiten.

The Secretariat of. the International Socialist Bureau has recently taken up the secretaryship of the /nterparliamentary Commission by virtue of a decision laken by the Commission itself and sanctioned by the Bureau. But before really setting 10 work, the Secretarial has preferred to await the end of the important electoral consultations which have taken place in Germany (January 19(7), in Russia (February 19(7), in Finland (May 1907) and in Austria (May 1907), so as to definitively reunite the affiliated or to be affiliated parlia- . mentary groups. These elections have come to an end. With the exception of Germany, whose special conjuncture will be explained in the reports that will be
pubtished in view of the congress of Stuttgart, the elections of 1907 have marked
everywhere a strengthening of the socialist and labour idea with a corresponding weakening of reaction.
As formerly decided the Intcrparllamcnfary Commission will hold its sitting, this year, in Sluttgart, on the 17 th. of August, at 1I 0' clocka. m., on the eve of the
International Congress in the c Liederhal1e •. But toprepare this meeting properly, it is important that the divers groups should be constituted and appoint their secretary and deputy·Secretary, whose duty it will be to correSIXlnd with the international secretary. Besides that and as it has been decided at the last meeting of the Bureau (june, 9th 1907),thisSecretary of each parliamentary group shall be appointed as a assistant delegate to the International Socialist Bureau.

It is with this end in view that we subjoin to the present circular:

2° The list of the members of parliaments whose names wc have been able to collect.
It would be very convenient to us to receive from the above mentioned groups:

a) notice of eventual corrections to be made 10 the list of members;
b) advice of the names of corresponding secretaries, if such advice has nol yet been given;
c) payment of subscriptions for the year 1907 ;
cl) notification of the mimes of affiliated members who will take part in the meeting of August \7 Ih 1907 I at Stuttgart and of the questions they would like to have discussed.
One of the reasons for which the secretaryships of the lnlerparliamenlary Commission and of the International Socialist Bureau have been centralised is that the Bureau has for its mission the constitution of the archives of the
Internationale, which must necessarily comprehend the legislative action of the socialist and labour parties. The subscription of 4 shillings per member is to cover the expenses of subscription to the divers parliamentary publications, and expenses of postage, so that all members may eventually become acquaint€<!
with the documents published in other countries and with the discussions which have been held there.
The order of the day of the ne)!;t meeting of the I. C. has not yet been drawn up, but it will be necessary, of course, to examine at first ill what manner th e I. C. will organize its working by esablishing normal relations between its different constitutive bodies. Besictcs that, it seems to us that one of the pro- posals of the English delegation, formulated and adopted in London, might be the object of an interesting e}[change of views.

c Whereas the industrial laws of the different nations vary in the amount of protection Ihey give to the worker and the tlmounl of the limitation they place upon the capitalist, and whereas it is desirable that the best of these national conditions should be enjoyed by all workers, and that sweating capitalists may not be in an advantageous position in international trade, this Conference is of opinion that the International Bureau should issue a statement showing how far the most advanced country has gone in legislating in industrial. educational and economic directions, and that the various national Socialist and Labour Parties in Parliament be recommended to agitate 10 amend their industrial laws so that in all respects they arc equal to the most advanced nations .•

nearly identical idea had inspired the Social Democratic Federaiion of Great Britain, when it recently'forwarded to the Secretarial Office the following pro- position:« The Congress will instruct the Bureau to take steps to coordinate labour legislative proposals in order to strengthen such demands by introducing them simultaneously in all legislative assemblies. »
It is also necessary that the members of the Interparliamentary Commission protest with energy against the illegal policy of tre government of Russia, against the dissolution of the second Duma, against the arbitrary persecution and emprisonment of the most qualified representatives of the working class.
Several members of the second Duma have informed us they will be present at the meeting of Stuttgart. We are convinced they will be received by the comrades of other nations with a fraternal and hearty wetcome.

1.)ARTICL.E 1. - La Commission Interparlementaire (C. 1.) a été constituée le 20 août 1904 par le congrès socialiste international d'Amsterdam en exécution des résolutions suivantes, arrêtées par les congrès socialistes internationaux de Londres et de Paris:
Le Comité socialiste international devra exiger des groupes socialistes parleritentaires nationaux l'organisation d'une Commission spéciale inter- parlementaire pour faciliter une action commune sur les grandes questions politiques et économiques internationales. Cette Commission sera adjOinte au Comité socialiste international.
Congrès de Paris 1900.
Une Conférence Interparlementaire a été créée. Elle se compose d'un délégué par nation. Elle a pour but d'uniformiser le travail parlementaire dans tous les pays. (Les communications doivent être adressées au citoyen Edouard Vaillanl.).
Congrès de Londres 1896.
ART. 2. - L'année d'association commence le \" septembre et se termine le 31 aoûl.
ART. 3. - Membres de la C. 1. sont:
Les groupes parlementaires des partis affiliés au Bureau Socialiste Internatio·
nal et qui se sont présentés pour devenir membres de la C. 1. En cas de pré- sentation, le groupe parlementaire délègue un de ses membres comme correspondant. Chaque groupe parlementaire est censé représenter le parti auquel il appartient.
ART· 4. - Les fonctions de Secrétaire de la C. 1. seront remplies par le Secrétaire du B, S. 1.
ART. 5. - Chaque groupe parlementaire se considère comme un Bureau d'Information qui fournit, selon ses moyens, tous les renseignements demandés

par les membres de la C. 1., aussi bien en ce qui concerne l'action parlementaire et la législation des différents pays, qu'au point de vue de la situation écono- mique de ces derniers.
ART. 6. - Les finances de la C. 1. se composent des contributions et des dons volontaires de ses membres. La contribution de chaque parti dépend du nombre des députés qu'il envole au parlement et s'élève à 5 francs pour chaque député.
ART· 7. - Tous les ans aura lieu, à la suite de la réunion du Bureau, une assemblc:e à laquelle seront admis tous les membres des groupes parlementaires . qui se sont affiliés à la C. J.
Cette assemblée désignera l'endroit où se tiendra l'assemblée suivante.
, ART. 8. - II Y aura aussi des assemblées extraordinaires, dans lesquelles chaque groupe parlementaire pourra se faire représenter par deux ou plusieurs députés.
ART. 9. - Une telle assemblée extraordinaire sera toujours convoquée dans le cas où 5 groupes parlementaires cn exprimeront le désir.
Une telle assemblée extraordinaire sera encore convoquée en même temps et au même lieu que la réunion du Bureau Socialiste International dès que, secrets ou publics, des événements pourraient faire craindre un conflit entre gouver- nements, rendre une guerre possible ou probable, à l'effet de déterminer et concerter les moyens d'action ouvrière et socialiste, commune et combinée, pour prévenir et empêch~r la guerre.
ART. 10 - Le Bureau Socialiste International a le droit de se faire représen·
ter dans chaque assemblée de la C· 1., d'y prendre part aux discussions, d'y proposer des résolutions et d'y émettre une voix consultative.
ART. Il. - Le système de suffrage sera conforme à celui qui est appliqué par le Bureau Socialiste International.
~ ART. 12. - Ces statuts, ainsi que leurs modifications ultérieures, n'entreront en vigueur qu'après Nre approuvés par le aUTeau Socialiste International.

K. verlangten Auskünfte erteilt, sowohl in Bezug auf die parlamentarische Tätigkeit und die Gesetzgebung der verschiedenen Utnder, wie in Bezug auf die wirtschaftlichen Verhältnisse derselben.
ART. 6. - Die Einnahmen der I. K, bestehen aus verplichteten und freiwilli- gen Beiträgen ihrer Mitglieder. Der Beitrag einer jeden Partei ist abhängig von der Anzahl ihrer Abgeordneten im Parlament und beträgt 5 Franks für jeden Abgeordnete.
ART,7.- Jedes Jahr wird, der Versammlung des Bureaus nachfOlgend,eine or- dentliche Versammlung slattfinden,abgehalten werden,zu der alle Mitglieder der Parlamentsgruppen zugelassen werden, die der I. K. angeschlossen sind.
Diese Versammlung wird qen Ort der näChslfolgenden Versammlung bestim- men.
ART. 8. - Es werden auch ausserordenlliche Versammlungen abgehalten werden, wobei jede parlamentarische Fraktion sich von zwei oder mehr Dele- gierten vertreten lassen kann.
ART. 9. - Eine solche ausserordentliche Versammlung wird immer einberu·
fen werden, wenn 5 parlamentarischen Fraktionen den Wunsch dazu äussern.
Es wird noch eine ausserordentliche Versammlung dieser Kommission einbe·
rufen zur selben Zeit und am gleichen Orte mit der Versammlung des Interna·
tionalen Sozialistischen Bureaus, zu jeder Zeit wo die öffentlichen oder gehei.

• ART. I. The Inter-Parliamentary Committee [J. C.) was founded on the 20th August 1904 by the Amsterdam International Socialist Congress.
pursuant to the following resolutions of the International Congresses of London
~nd Paris:
The International Socialist Committee shall demand of the National Socialist Parliamentary Groups the formation of a special Inter-Parlia- mentary Committee, so as to facilitate unity of action on the great inter- national political and economic Questions. This Committee is to be affiliated to the International Socialist Bureau.
(Paris Congress, 1900.) An Inter-Parliamentary Conference has been established, composed of one delegate of each nationality. Its object is the unification of parliamen- tary work in all countries. [Communications to be addressed to Edouard Vaillant.]
(London Congress, 1896.) ART. 2. - ·The year begins on September 1st, and closes on August 31st.
ART. 3. - Members of the I. C. are':
The parliamentary groups of the Parties. affiliated to the International Socia- list Bureau, and having applied for the membership of the I. C. When such application is made, the parliamentary group appoints one of its members as secretary-correspondent. Each parliamentary group is considered as represen- ting the Party to which it belongs.
ART. 4 - The office of secretary of the I. C. will be filled by the secretary of the I. S. B.
ART. 5. - Every parliamentary group acts as an Information Bureau which, according to its means, supplies the information required by the members of the

I. C" concerning the parliamentary activity and the legislation in the different countries, as also relating to their economic position.
ART. 6. - The finances of the I. C. consist of the obligatory and voluntary contributions of its members. The obligatory contribution of each Party is 4 sh. for every deputy it sends to parliament.
ART. 7. - One ordinary assembly will be held every year, following tlie meeting of the Bureau, an assembly to which will be admitted all the memo bers of the parliamentary groups, affiliated to the I. C.
This conference apPOints the place where the next will be held.
ART: 8. - There will also be extraordinary conferences, at which each par- liamentary group may be represented by one or more delegates.
ART. 9. - Such an extraordinary conference is to be called when desired by 5 parliamentary groups.
Such an extraordinary assembly will be qUed at the same time and place as the meeting of the International Socialist'Bureau as soon as secret or public events occasion fear of conflicts between governments and make war possible or probable, in ordef to arrange and discuss the common and combined means of action by Labour and Socialism to oppose and to.prevent war. ,
ART. 10. - The International Socialist Bureau is entitled to be represented at every meeting of the I. C., to take part in its discussions; to p.ropose resolu- tions and to a consultative vote.
ART. 11. - The voting system shall be similar to that adopted by the Interna- tional Socialist Bureau.
ART. 12 . ....:.. The rules, as also eventual modifications, shall only be valid when the International Socialist Bureau has approved of the same.
