Improving environmental assessment by adopting good practices and tools

of multi-criteria decision analysis (IMPERIA)

ANNUAL REPORT

1.8.2012-31.7.2013

To reach the goal we

• analyse realized EIA and SEA projects and identify good practices

• study application opportunities of structuring tools and MCDA methods

• develop criteria and approach to impact significance determination

• suggest new practices and ideas for stakeholder involvement and enhanced public participation

• demonstrate and evaluate methods and tools in real- life EIA and SEA projects

• co-operate with IA practitioners to ensure that our results meet the true needs of authorities,

consultants and other EIA practitioners

• frequently inform practitioners from our results

The IMPERIA project aims to identify, develop and provide good practices and new tools for EIA and SEA projects

in order to improve their quality and effectiveness

Major outcomes

• Internet- and MCDA –based tools

• new ways to realize EIA and SEA tasks

• internetEIA –guidance

• seminars

• education material and courses

• reports and scientific articles

Application of practices and tools originating from multi-criteria decision

analysis is in central role

IMPERIA

Recognizing and developing good practices

Good practices

Good practices were collected by analyzing documents of rewarded projects and by interviewing EIA practitioners

Seminar on Good practices in EIA/SEA arranged with 80 participants Developing MCDA –

based methods

Literature review on using MCDA in EIA/SEA and international practices in evaluation of impact significance

Developing tools

Internet-tool: report on internet-participation in EIA processes and the software available for participation

MCDA-tool: testing available methods, report on comparison of methods and preliminary version of EIA-fitted MCDA-tool

Interactive seminar on the use of practices and methods of multi-criteria decision analysis in EIA

Demonstrations in pilot projects

Pilot 1: Piiparinmäki- Lammaslamminkangas

wind farm project

Stakeholder analysis and the report on it, constitution of assessment group, and taking part to its activities and participating the writing process

of the EIA scoping report Pilot 2: Lapuanjoki river

flood protection (SEA)

Pilot project has been chosen and the work plan is completed during autumn 2013

Minipilots

Participating preparations for the scoping report of wastewater treatment plant of Vihti and writing criteria for application of multi-criteria decision

analysis in assessment of peat extraction areas in South Ostrobothnia Evaluation

of the project and

pilots

The opinions of assessment group of pilot project 1 on wind power in general, possible impacts of the project and the activities of the assessment group were collected using questionnaires. Evaluation framework was prepared for evaluation of pilots and a logbook

template was created for monitoring the use of MCDA in pilot projects.

Dissemination

Project web site http://imperia.jyu.fi/english , broschures, posters, notice boards and one press release were completed

IMPERIA and its results were presented in different forums, e.g. Nordic-Baltic EIA conference in Estonia, Finnish EIA Day and IAIA13 conference in Canada Management Frequent meetings of project group, workshops and inception report for EU 30.4.2013.

Internal bulletin Ajantasa was issued 4 times
