Tutkimustulosten perusteella merkittävimpiä syitä autonomisten ajoneuvojen sääntelylle ovat niiden käyttöön liittyvät ulkoisvaikutukset, teknologian kehityksen koordinoiminen, ajoneuvojen käyttöön liittyvän tiedottamisen kehittäminen sekä tekoälyn sääntelyssä ha-vaittu potentiaalinen yhteysongelma. Sääntely voi vaikuttaa diffuusioon yksittäisten käyt-täjien omaksumispäätöksien välityksellä. Tutkimuksessa selvisi myös, että sääntely voi vaikuttaa teknologisten innovaatioiden diffuusioon käyttäjäympäristön lisäksi myös muissa diffuusion osa-alueissa, joita ovat diffuusio poliittiseen, liiketoiminnalliseen, kult-tuurilliseen ja kansainväliseen ympäristöön. Tällä hetkellä autonomisia ajoneuvoja sää-dellään jo olemassa olevan lainsäädännön osalta vahingonkorvauslain ja kansallisten ajoneuvo- ja liikennelakien avulla. Autonomisia ajoneuvoja erityisesti koskevia säänte-lyinstrumentteja ovat standardisoinnit ja suorituskykyvaatimukset, testausprotokollat, vastuunjakoon liittyvä lainsäädäntö, kehitysrahastot sekä tiedon jakaminen. Positiivisen diffuusion kannalta tehokkaimmiksi sääntelyinstrumenteiksi havaittiin teknologian kehit-tämisen taloudellinen tukeminen sekä tiedon jakamiseen perustuva kehitysilmapiirin pa-rantaminen. Yleensä ottaen autonomisten ajoneuvojen sääntelytoimien havaittiin olevan vähäisiä. Toteutetut sääntelyinstrumentit olivat diffuusion etenemisen kannalta enim-mäkseen positiivia, mutta niiden hajanaisuus eri maiden välillä havaittiin lieväksi ongel-maksi.
Tuloksia tarkastellessa on havaittavissa, että poliittinen ilmapiiri autonomisten ajoneuvo-jen kehitykselle on myönteinen, eikä teknologiaan ole kohdistettu voimakkaita sääntely-toimia. Kevyen sääntelyn toivotaan luultavasti edistävän teknologian kehitystä ja dif-fuusiota. Autonomisten ajoneuvojen käyttöön havaittiin liittyvän kuitenkin moninaisia ris-kejä, joiden realisoituminen voisi aiheuttaa merkittäviä yhteiskunnallisia kustannuksia.
Vahva luotto nykyisen lainsäädännön riittävyyteen riskien hallitsemisessa voi johtaa on-gelmiin teknologian käyttöönoton edetessä laajemmin yhteiskuntaan, sillä esimerkiksi vahingonkorvauslain avulla ongelmiin voidaan puuttua vasta niiden ilmaannuttua. Liian pitkään jatkuva sääntelyn puute voi johtaa Collingridge-dilemman mukaiseen ongel-maan, jossa sääntelytoimien tehokkuus ei ole enää riittävää teknologian kehityksestä ja levinneisyydestä johtuen. Tekoälyn sääntelyyn liittyvä potentiaalinen yhteysongelma koskettaa myös autonomisten ajoneuvojen teknologiaa, mikä herättää edelleen huolta nykyisten sääntelytoimien riittävyydestä, vaikka useat käytössä olevat instrumentit tuke-vatkin teknologian kehittämistä turvallisemmaksi.
Tulosten perusteella erityisesti tekoälyyn liittyvien sääntelytoimien riittävyyttä tulisi tar-kastella kriittisesti ja tarvittavia sääntelytoimia tulisi toteuttaa ennakoivasti, jotta mahdol-lisia tulevia riskejä voitaisiin lieventää. Lisäksi, teknologian kehitykseen liittyvien positii-visten diffuusiovaikutusten perusteella, kehitykseen kohdennettua rahoitusta ja kehityk-seen kannustamista informaatioinstrumentteja käyttäen tulisi lisätä, jotta autonomisten ajoneuvojen teknologia voisi alkaa tuottamaan yhteiskunnallista hyötyä mahdollisimman varhaisessa vaiheessa.
Kirjallisuustutkimuksen tulokset antavat hyvän yleiskuvan aiheeseen liittyvästä teoriasta ja autonomisten ajoneuvojen sääntelyn nykytilasta. Tulosten kannalta kriittistä aineistoa löytyi tiedonhaussa kuitenkin rajallisesti, mikä heikentää tulosten laatua jossain määrin.
Työn aihe osoittautui myös odotettua laajemmaksi, minkä johdosta käsittely jäi osittain hieman kevyeksi. Esimerkiksi suurin osa sääntelyn ja diffuusioon vuorovaikutuksiin liitty-västä kirjallisuudesta löytyi vaihtelevista teknologisista konteksteista, muttei niinkään yleiseen sääntelyn teoriaan liittyen. Tämän perusteella sääntelyn ja diffuusion välisten vuorovaikutusten lisätutkimus olisi tarpeen, jotta eri teknologian alojen välisiä yhteyksiä voitaisiin asiassa kartoittaa. Lisäksi tavallisen diffuusiomallin sijaan tutkimuksissa on suositeltu sosioteknisen uppoutuneisuuden mallin käyttöä, johon perustuvia tutkimuksia ei autonomisten ajoneuvojen kontekstissa löytynyt. Teknologian ollessa uutta, tämän laajemman diffuusiomallin käyttö olisi tutkimuksissa suotavaa. Tutkimuksen perusteella voidaan myös todeta, ettei tekoälyn sääntelyyn liittyvä kirjallisuus ole kovin laaja, joten aiheen lisätutkimus on tarpeellista.
