During 1998-99, the Integrated Monitoring Programme was carried out in the four Finnish IM areas in cooperation with various research institutes and universifies.

from south to norffi, the IM areas are: Valkea-Kotinen (fbi), Hietajärvi (F103), Pesosjärvi (F104) and Vuoskojärvi (F105). These IM areas have now been momtored since 1988/89. The Finnish Meteorological Institute was responsible for the meteorolog air chemistry and precipitation subprogrammes, the Finnish Forest Research Institute for the throughfall, stemflow, soil chemistry, soil water chemistry, foliage chemistry, litterfall chemistry, forest damages and tree measurements subprogrammes, the Finnish Environment Institute and various regional Environmental Centres for the runoff water chemistry, lake water chemistry, trunk epiphytes and understorey vegetation subprogrammes, the Geological Survey of Finland for the groundwater chemistry subprogramme, and the Universifies of Helsinki and Jyväskylä and Finnish Game and fisheries Insfitute were responsible for the hydrobiology subprogramme carried out at Va&ea-Kofinen. The Finnish Forest Research Ins%tute’sICPIM activities were carried out in cooperation with ICP Forest/EU level II programme since permanent monitoring plots in each of the Finnish IM areas have now been induded into the Finnish network of level II plots.

Unfortunately, because of reduced funding, the intensity of the IM momtonng during 1998/99 was not at the same level in ail four IM areas. The most intensive momtoring was carried out in the two southernmost areas, Valkea-Kofinen (FIOl) and Hietajärvi (F103). These sites were considered to be the best in terms of coverage and reliabifity of data. Preparatory planning for establishing a new IM area at Pailastunturi in northern Finland was started. Several research institutes aiready have monitoring going on there (e.g. AMAT GAW ICP Forest/EU level II).

In 1998, volume 3 (number 3) of the international, interdisdplinary journal:

Boreal Environment Research, was dedicated to results from the finnish Integrated Monitoringprogramme. Nine papers were induded, covering subjects such as frends in deposifion, fluctuations in plankton and macrophytes, limnology of IM lakes, applicafion of the SMART model, microbial acfivity, weathering rates, and development of a biomass model.

Concerning the deposition results (Ruoho-Airola ym. 1998) a monotomc decreasing trend during the ten first years of measuring was detected for the concentration and deposifion of sulphate, nitrate, ammonium and potassium at the southern staffons. Further to the north, fewer compounds showed a signfflcant reduction. for sulphur, model calculations with the operafional deposifion model DMQUIbU of the finnish Environment bnstitute also indicate a clear decrease in deposifion. At the southern sta%ons the trend reflected rather well the reduc%on of sulphur emissions in Finland and elsewhere in Europe. In the northern part of the country, where the distance to the major emission sources is bonger and transport is more affected by meteorological parameters, wind direction espedally, the annual amounts of sulphur deposifion varied more independently of the changes in emission levels. The proportion of domestic oxidised nitrogen and total ammonium deposition decreased on moving northwards. The downward trend for nitrogen compounds throughout the country seems to be due to international emission reductions.

An evaluation of the Finnish Integrated Monitoring programme made by Dr Hannu Ilvesniemi, from the University of Helsinki (Department of Forest Ecology) at the request of the ministry of the Environment was completed m the beginning of 1999. The evaluafion dealt with the whole Finnish Integrated Monitoring programme, including ali subprogrammes. The evaluafion was very posihve in general and it was recommended to conhnue with the programme. Negohahons between various research ins%ffites and ministries led by the Ministry of the Environment about the continuahon, organisation andfundingof the Finnish IM programme were also started in 1999. At the same time cooperafion between ICP IM and ICP Forest programmes was strengthened.
