3) What benefits have been realised in your country in outsourcing and procuring of traffic management ser-vices? Conces-sions (tolled roads) undertaking some of these duties

When the motorway con-cessionaires
deliver themselves some traffic information, they are improving the level of service of the road that they operate
We didn't Outsource TMS in our country because we consider this as our core busi-ness. Reasoning behind this so far is that our network is relatively dense which means that 1. Outsourcing in parts would give large problems with continuity towards the road users and tuning problems with other regional road administrations 2. Out-sourcing as one pack-age to one party would give a monopoly to that part.In both cases there has to be a fine-tuned collaborations between those responsible for TMS and those for Maintenance. Besides that our organisation want to act as a user-friendly oriented one and sees this fine-tuned collaborations as a means and a challenge to do so.
The advantage of out-sourcing or privatisation of ITS services would mean less involvement of public services in service delivery to us-ers. This will mean a reduction of staff which would be otherwise needed.

4) What problems have been encountered in your country in outsourcing and procuring of traffic man-agement services?

There are no experi-ences in Austria! (2)
The main troubles take place when the motorway concessionaires do not deliver as much informa-tion as needed in order to give the road user full information regarding the road conditions. And this happens because they are afraid, sometimes, of loosing clients on their roads, if they say cor-rectly that, for instance, an accident will take one hour or more to solve, and this said, it would be preferable to choose another road. Therefore, we strongly believe that the national traffic control and information centre, operated by the national road authority, should receive all the available traffic information, inte-grate it and afterwards, inform the media and the road users.
A heavy disadvantage however is the fact that privatisation of services always means to create a payment service. It is the clear position of the German Ministry of Transport, Building and Urban Affairs (BMVBS) that traffic information is a tool for traffic man-agement as it impacts transport policy objec-tives. Traffic safety can not be restricted to people who is sub-scribed to a private service.

For instance, data on road trafic is already reused by numerous operators (radios, websites, services
on mobile phones ...)
3: In Germany, the operation and maintenance of roads is a matter for the individual federal states. As for outsourcing, only two „Länder“ have some experience with outsourcing of winter maintenance. In one of the „Länder“ the results are satisfactory. In the other „Land“ the results how-ever, are not very promising. Private companies had first contracts on a flatrate basis. After a short winter period, the private companies asked for more money because they found out, that their prices were not sufficient for their operations.
This means that the question of cost and performance is still pending and further considerations will follow to check this.
From your e-mail I can see that there are discussions going on in Finland about the role of public and private services. A similar discussion in on the way in Germany. We have seen however, that the interests of public and private actors in this fields differ considerably. While public authori-ties are mandated by political targets such as road safety etc. (see above) the role of private authoriauthori-ties is always linked to the possibility to get a return on investments.
