When the case was offered to me, I did not know what kind of research it is possible to do, and it took a while to formulate a functional research. The risk society theory as a framework for the study was suitable because with it a comprehensive research was possible. Nowadays asbestos is recognized as a risk and the legislation concern it is modern. Before, the legal praxis was lagging because the scientific research and perhaps the societal development and it took a long way to find the boundaries for asbestos. For example, the sensation might have been prevented if the mining and environmental regulation would have required Partek to restore the area based on the current Mining Act (621/2011) article 143 that requires the mining company to restore the mining area to a condition complying with public safety;
ensure their restoration, cleaning, and landscaping; and perform the measures specified in the mining permit.
Compared with the relevant researches the study has similarities. What is characteristic of mining is that often takes place in a rural area where the population is low. The biggest employer of the municipality has a central status such as in Kärkölä case and the environmental disasters caused by it are leniently reacted by the inhabitants and the community such as in Tuusniemi. The social acceptance of mining is normally high among the people who work for the mine and have a historical connection to the mine. That is why they did not rise against the mine in Paakkila.
One particular matter during my research was that the books that tell about the history of Partek or Paraisten Kalkki Oy leave Paakkila and the asbestos mine out of the historic. Not even a single mention about the asbestos mine in Paakkila seems peculiar. Reasons behind this I cannot tell but it still should have been in the historic of Partek because it owned by them and it produced almost all asbestos that has been produced in Finland. They might not want to be connected with the asbestos after mine was shut down and the land was sold, hence washing the hands of the case.
From the global perspective, utilizing asbestos is still topical subject because the president of the United States, Donald Trump has said in Twitter and media that: “I believe that the movement against asbestos was led by the mob, because it was often mob-related companies
that would do the asbestos removal. 134” The Guardian has reported that under Trump’s EPA, asbestos might be making a comeback.135 Asbestos is still mined for example in a town in Russia136 but Brazil banned asbestos in 2017. The reason why the USA might start asbestos mining again is because they bought almost all asbestos from Brazil and when Russia is the only source of asbestos, they might want to secure the availability of asbestos. Nevertheless, asbestos and asbestos mining is a still a mineral that has dreadful impacts on human health.
Thus, the decision to mine asbestos is done based on economic values leaving other values to offside.
