Allotment Gardening Rules as of 1 March 2021

Perennials can be planted and grown in Keljonlahti, Kilkitniemi, Kirri, Kortesuo-Viitaniemi, Naattia and Sulkuranta allot- ment gardens. The city does not carry out soil cultivation in these areas, while in the Survo-Korpela allotment garden, the soil is cultivated by the city and therefore the plots have to be emptied of all items by the end of September. In Survo- Korpela, the plots will be ready for gardening by 25 May when spring cultivation, surveying and setting-out will be com- pleted. Autumn ploughing in Survo-Korpela takes place in October and therefore all items have to be removed from the allotment garden by the end of September. In the end of this set of rules we have separate instructions for Survo-Korpela allotments and common instructions for other allotments.

Leasing

The allotment plots are mainly reserved through online reservation service, but a plot can be reserved also in person at Jyväskylä Information Service Desk. By paying an annual lease payment for the allotment plot, the tenant is granted leasehold for the plot owned by the city. The size of the plots varies to some extent. The size of the plot is reflected in the amount of rent charged.As of 2021, all allotment gardens will be under continuous lease, in other words the tenant will confirm further interest in the plot they had previously by renewing the rent by 31 March.

The tenant must not transfer the lease agreement to a third party or give the plot to a third party´s use permanently.

By signing the lease agreement, the tenant agrees to follow the rules and regulations of the allotment garden. The annual leasehold begins once the annual rent has been paid. If the payment has not been made by the due date, the plot will be available for a new tenant. The tenant is responsible for providing correct contact details.

If the plot holder ends the tenancy, the plot has to be cleared and cleaned up for the new tenant: plants and other prop- erty have to be removed from the plot by the end of their lease period. The city is entitled to charge the tenant in full for removal and cleaning costs, if the plot holder has not removed their property from the plot. The minimum charge is 100 euros.

In case of a breach of allotment rules and regulations or unacceptable activity or behavior (antisocial behavior, storage of non-gardening materials, etc.), the city is entitled to terminate the plot tenancy unilaterally. In case of incorrect activity, the tenant will first be given an informal warning to remedy the issue. If the plot holder does not remedy the issue, the right to the allotment will be considered lost. In that case the rent will not be refunded.

If the city needs the allotment garden for another purpose, the tenant is obliged to hand his plot over immediately to the possession of the city if so required, and the city will compensate reasonable fertilizer and seed costs as well as refunds the value of the perennial plants.

Waste disposal

The plot holder is to keep the plot and its surroundings tidy and comfortable. The city will place wheelie bins for mixed waste to Sulkuranta, Kortesuo-Viitaniemi, Survo-Korpela, Kirri and Keljonlahti allotment gardens.

Decomposing waste generated on the plot may be composted on the site. Leaf mulch and compost can be stored on the plot over the winter. However, Survo-Korpela allotments are an exception.

Storing non-gardening materials on the plot is prohibited (such as car tyres, barbeques etc.). Light-weight garden furni- ture, such as chairs, are acceptable. The allotments are not areas for storing or using non-gardening materials. The city is entitled to remove illicit material and charge the tenant in full for the cleaning costs. The minimum charge is 100 euros.

Piling plant waste and rubbish on the edges of the allotment garden is forbidden.

Open fires are prohibited on the plot. Burning rubbish or other debris is prohibited.

Boundaries

Boundary markers on the area must not be moved. If the city has to intervene in settling ambiguous allotment boundary issues, the parties in question will be charged the expenses of the procedure in full. The minimum charge is 100 euros.

The tenants attend to the lanes between the plots together. The lanes are 50 cm in width

Other information

The City is not responsible for the damage caused to the plants or structures on the plot.

Gardening in Survo-Korpela allotment garden

The plot must be used only for growing produce. The plot has to be cultivated and well-tended.

The city is responsible for the soil cultivation of the allotment garden.

The layout of the plants has to allow the plot holder to tend to and harvest the produce on their own plot without tres- passing other plots or inconveniencing other tenants. All parts of the plants on a plot have to be within the boundaries of the said plot. Sowing or planting invasive alien species is forbidden. More information about invasive alien species.

The lanes between plots have to kept unobstructed to allow free access to other plots. The lanes must not be used for growing produce.

Structures promoting gardening may be erected on the plot for the growing season. However, they must not inconven- ience activities on neighbouring plots. All structures have to be removed from the Survo-Korpela allotment garden in the end of the growing season by the end of September. The city is entitled to charge the tenant in full for removal and clean- ing costs, if the plot holder has not removed their property from the plot. The minimum charge is 100 euros.

Use of organic plant protecting agents and pesticides is allowed.

Cultivation of Keljonlahti, Kilkitniemi, Kirri, Kortesuo-Viitaniemi, Naattia and Sulkuranta allotment plots.

The plot must be used only for growing produce. The plot has to be cultivated and well-tended. If, for no legitimate rea- son, the cultivation of a plot has not been started by the end of June or the plot is covered in weeds, hay or materials, the tenant will lose the leasehold of the allotment plot and the city is entitled to rent it to a new tenant.

The plot holder is responsible for the soil cultivation on the allotment.

The layout of the plants has to allow the plot holder to tend to and harvest the produce on their own plot without tres- passing other plots or inconveniencing other tenants. All parts of the plants on a plot have to be within the boundaries of the said plot. Perennials, which will grow tall, e.g. berry shrubs and rhubarb, have to be planted at least 1.5 m from the plot boundaries.

Small fruit trees can be planted on the plot. The trees must not interfere cultivation on neighbouring plots with their root-growth or shadow.

Wooden planting boxes, compost frames and tool boxes are allowed and they can be stored on the plot over the winter.

They must be placed at least 100 cm from the neighbouring plot. Installing structures requiring foundations such as greenhouses, awnings, wooden fences, decks and platforms, and paving is prohibited on the plot. Plantings can be bor- dered with a narrow stone edging or lawn edging strip. Lightweight greenhouses not requiring foundations can be in- stalled on the plot. The structures must be placed at least 100 cm from the plot boundaries. Light fencing or netting struc- tures to deter unwanted wildlife and pests are allowed on the plot. However, they must not inconvenience activities on neighbouring plots. The city is entitled to remove illicit structures from the allotment plots and charge the tenant for the cleaning costs in full. The minimum charge is 100 euros.
